Summary

On 15 September 2021, Egyptian president, Abdel Fattah al-Sisi, revealed imminent inauguration of the largest American-style prison complex in Egypt, during a telephone interview with the “Ninth” program on the first channel of the Egyptian official TV. This official statement came while the We Record organization was preparing the final version of Its investigation about this prison, which it had started earlier this year (2021).

Our investigation reveals the reality of the prison, the real time of starting its construction works, its capacity, and its area according to satellite maps and field images that we obtained, in addition to exclusively reviewing the building blueprints illustrating the design of part of the detention wards inside the prison.

The report is divided into five parts and a conclusion, where:

The first part reviews how the We Record team started to reach a conviction on the possibility of existence of construction works of a large prison in the Wadi El Natrun area.

In the second part, the report reviews how the We Record team were able via use of open-source investigation techniques to hold a confirmed clue that proved the existence of the prison’s construction works with pictures showing details in this respect.

In the third part, the investigative shows the prison area before the beginning of construction works, and explains how the We Record team were able to accurately conclude the actual date of the start of the prison building.

The fourth part shows how the prison was built from the outside like a fortress, in terms of the multiple security walls along with watch towers.

The fifth part addresses the prison from inside in detail, and reviews for the first time the design blueprint of one of the prison sections.

Finally, the investigation states the conviction reached by the We Record team about the future of human rights in Egypt under the current Egyptian regime, headed by Abdel Fattah al-Sisi.
